Article 2 of the IELB bylaws informs us that the national convention is the deliberative and legislative head of the church. Article 3 determines the participants of the conventions:
I) voting:
One (1) pastor and one (1) lay member from each parish. A parish is understood as that which is constituted by one or more congregations with (a) member pastor(s), spiritual and administrative jurisdiction. The president of the IELB has the right to a vote on the basis of his office.
II) advising:
a) the national officers of the IELB;
b) one (1) representative of each administrative council of the official schools;
c) the director of each of the official schools or his representative;
d) one (1) representative of each council or commission elected by the national convention or by the board of directors;
e) one (1) representative of each auxiliary organization of the IELB;
f) district lay leaders and district counselors not credentialed as voters by their congregations;
g) other active or retired church workers.
Article 4 says that the national convention normally meets every four years at a time and place determined by the previous convention, or, failing that, as determined by the board of directors, with a minimum of 12 months preparation time; and it convenes in extraordinary cases when necessary.
Article 5 establishes the authority of the national convention:
I) promote the spiritual communion, integration and edification of the members of the church;
II) engage in doctrinal, theological and administrative studies;
III) examine, propose and decide strategies, plans and programs of action of the IELB of both medium and long-term periods;
IV) Determine positions and proclamations about practice within the church and about doctrine in general;
V) Elect the national officers and others as required by these bylaws;
VI) Vote on motions brought forward according to due process;
VII) Alter the statues of the IELB and these bylaws to update them according to the IELB plan of action;
VIII) Receive and respond to the appeals of the members and entities connected with the IELB who are not satisfied with the decisions made by the commission of appeals;
IX) Declare or break altar and pulpit fellowship or programs of mutual cooperation with ecclesiastical corporations;
X) Declare positions on whatever matters of interest to the IELB are not anticipated in this article.
