Get to know the composition and authority of the councils and commissions of the IELB bylaws.

Comission of Appeals

Art. 22—The commission of appeals, elected by the national convention, is one organ of the IELB directly under the authority of he national convention and the final authority to arbitrate matters of conflict in the IELB.

Art. 23—The commission of appeals is composed by 5 members: 1 professor of theology of an official school of the IELB, 2 pastors affiliated and active in the IELB and with a minimum of 15 years of activity in ministry, and 2 laity of IELB voting congregations.

Art. 24 – the powers of the commission of appeals are:

I.                    to arbitrate matters of conflict of members and entities associated with the church, who are not satisfied with the solution given previously;

II.                 to decide about matters brought before them, charging the president to execute them, unless one of the parties appeals to the national convention in which case the commission submit the matter to the national convention;

III.               to communicate the decisions by letter to all involved and when the matter is of public knowledge, to communicate it through the official publications of the IELB or in open letters.

Singular Paragraph – the commission will only accept matters to arbitrate which, without success, have been through the following process:

a)      in the case of pastors and congregations: congregation, district counselor and lay leader, national officers;

in the case of theological professors: assembly of professors, administrative council of the school, national officers.
Fiscal Council

Art. 25 – The Fiscal Council, elected by the national convention, is an organ of the IELB which answers directly to the national convention and has as its aim the management of budgetary expenditures, financial movements and disbursements or the acquisition of property.

Art. 26 – The Fiscal Council is composed of 6 members, 1 of whom is an active pastor of the IELB with more than 5 years of ministerial service and 5 laity, active members of voting IELB congregations. Of the laity, one is to be a civil engineer or architect, 1 a contractor, 1 a lawyer and the other 2 with experience in administration and finances.

Sole paragraph: No member of the fiscal council shall maintain, directly or indirectly, business relations with the IELB.

Art. 27 – the duties of the fiscal council are as follows:

I.                    to solicit contracts of services of an auditor and/or expert, request information from subsidiaries and nominate commissions for the revision of accounts and inquests, according to the necessities and the efficient and punctual performance of their obligations at any time;

II.                 to give account regarding accounts and the financial movement under the responsibility of the IELB itself or its subsidiaries, acquisition or divulgation of property and the budgetary execution of the IELB and of its directly subordinate entities, and to provide reports for the approval of the Board of Directors and the National Convention; 

III.               To report about the acquisition, sale, abandonment or taxation of real property.

Judicial Comission

Art. 28. – The judicial commission, elected by the Board of Directors, has as its aim to oversee the legal affairs of the IELB.

Art. 29 – The judicial commission is composed of 1 pastor, active and affiliated with the IELB and with a minimum of 5 years of active ministry, and 3 lawyers, active members of voting IELB congregations, preferably one of which is an expert in employment rights.

Sole paragraph—the secretary of the IELB is an ex-officio member and consultant of this commission.

Art. 30 – The duties of the judicial commission are:

I.                    to advise, before a final decision is made, regarding the propriety of alterations of the constitution and bylaws;

II.                 to oversee the revision and publication of the current constitution and bylaws;

III.               to interpret legal texts under consultation;

IV.                to examine and direct to the Board of Directors the requests for affiliation with the IELB and offer consultation;

V.                  to receive the constitutions and their alterations from congregations, with the aim of examining, advising and directing their affiliation with the IELB and the registration of the constitutions with the official government agencies 

VI.                to examine and give advice regarding the motions directed to the national convention, as far as their legitimacy and constitutionality, before they be submitted to their respective commissions.

Comission of Theology

Art. 31—The commission of theology and church relations, elected by the Board of Directors, has as its aim the oversight and the defense of pure doctrine and confessional unity in the IELB.

Art. 32 --The commission of theology and church relations is composed of 6 members: 2 professors of theology, 2 pastors affiliated with and active in the IELB and with a minimum of 5 years of active ministry, and 2 lay-members of voting IELB congregations.

Art. 33 – The commission of theology and church relations performs the following duties:

I.                    to render opinions regarding the matters which relate to administrative cooperation or altar and pulpit fellowship with other religious bodies, giving reports to the president regarding the relationship of the IELB with the same;

II.                 to render opinions about theological documents of sister churches;

III.               to provide position reports with reference to the doctrine and practice of the IELB and make them public;

IV.                to assist the President of the IELB with pronouncements before government agencies and the press about matters of ethics and morality in the political, economic and social realms;

V.                  to encourage, through their example, a wise balance between the liberty of theological reflection and the doctrinal unity of the IELB.

Sole Paragraph: The reports and theological material of the CTCR should be delivered to the district councilss for study at least 3 months before the meeting of the Board of Director where they are to be approved as official.

Colloquium Comissiom

Art. 34 – The colloquium commission, elected by the board o directors, has as its aim to evaluate and judge requests of affiliation directed to the IELB as well as requests for re-entrance into the ministry or teaching office from ex-pastors or ex-teachers of the IELB.

Art. 35. The colloquium commission is composed of 5 members: the President of the IELB, the directors of the theological faculties, 1 active pastor of the IELB with a minimum of 5 years of active ministry, and 1 layperson, a member of a voting congregation of the IELB.

Art. 36—It behooves the colloquium commission to examine each case and determine, according to its nature, the needs of the candidate and, depending on the results, grant or refuse the request.

Art. 37—To qualify for application before the colloquium commission, the interested individual should submit a written request of affiliation to the President of the IELB, adding reasons for the request, a resume, personal references, and approval of the congregation of origin and the district council.

Administrative Couincil

Art. 38—The administrative council, elected by the board of directors, has as its aim to oversee the administrative procedures of the educational institutions of the IELB.

Art. 39—The administrative council of each educational institution of the IELB is made of 5 members: 1 active pastor of the IELB, 1 professor of middle or higher education, and 3 lay members of voting congregations of the IELB, who are not teachers.

Para. 1- In the composition of the administrative council, the members may not:

a)      be salaried workers of the institution;

b)      maintain business relations with the institution;

c)      have more than 2 representatives from the same congregation.

Para. 2- The director of an educational institution is an advisory member, having the function of executive with respect to the administrative council.

Art. 40. – Each administrative council organizes itself internally, appointing a chairperson, a vice chairperson, and a secretary among the members, and distributing responsibilities regarding each area of the institution, such as general administration, property, accounting, and pedagogy, etc.

Art. 41 – The duties of the administrative council are as follows:

I.                    to work in close relation with the national officers of the IELB;

II.                 to provide a report to the board of directors and to the national convention;

III.               to oversee the preservation of the plant and of the property of the institution under their jurisdiction;

IV.                to provide for housing for the professors and on-campus students;

V.                  to ensure good hygienic conditions and food supplies;

VI.                to oversee the athletic, social, academic, and recreational activities of the institution;

VII.             to oversee the management of administrative and teaching personnel of the institution and to arbitrate any conflicts; 

VIII.           to approve the annual budget developed by the directors of the institution and be active in its execution;

IX.                to oversee the financial situation of the institution, examining balances, the faithful execution of the budget, and monitoring the transfer of funds;

X.                  to contract non-theological faculty or staff at the suggestion of the director of the educational institution, along the lines of these bylaws;

XI.                to expedite the call of professors of theology elected by the electoral college;

XII.             to study and approve, reduce or deny, in conformity with the directives of the IELB, the requests for grants made by students;

XIII.           to renew the contracts of professors after their evaluation;

XIV.            to coordinate the process of the election of the director of the institution.

Art. 42—For matters such as curricula, business plans and the like, it behooves the board of directors to seek practices and plans by meeting with, at least, one member of the administrative council of each educational institution and of its directors and academic deans, for later affirmation by the respective administrative councils.

Ethics Council

Art. 43—The ethics council, elected by the board of directors, is an organ that aims to assist and advise the president of the IELB in matters involving ethical and moral questions.

Art. 44—The ethics council is made of 3 members: 1 representative from the colloquium commission, 1 representative from the CTCR and 1 pastor affiliated and active in the IELB with at least 15 years of active ministry experience, and 1 lay member of a voting congregation of the IELB for at least 15 years. They meet by convocation of any of the members or of the president of the IELB.

Art. 45—the duty of the ethics council is:

I.                    consult and advise the president of the IELB in matters of ethical and moral questions of pastors, professors, and congregations of the IELB.
