The national administration is the executive body of the general administration of the IELB. It is elected by the national convention and is composed of five members: President, 1st Vice President, 2nd Vice President, Secretary and Treasurer—all are full time positions. The office of the president is a full time position. The other offices will be full time or not, as the board of directors deems best. The decision of the board of directors regarding the position (full time or not) will take place before the opening of the electoral process. After the election, any alteration in the terms or the nature of the work—full time or not—will only occur by the mutual consensus of the parties involved. Office holders with full time positions may not take on additional tasks, unless the national convention or the board o directors determines and authorizes such action for special reasons. According to article 12 of the bylaws of the IELB, the duties of the national officers are as follows: I. make necessary decisions for the efficient execution of the goals and work established by the national convention and the Board of Directors and give an accounting to the same; II. decide about urgent matters and to authorize unexpected expenses between meetings of the board of directors; III. contract consultants and auditors, as they deem necessary, ad referendum the next meeting of the board of directors; IV. supervise the administrative, financial, and operational activities of the interdependent agencies of the IELB and of any other entity, organization or person in the service of the IELB; V. execute the resolutions of the board of directors and the national convention; VI. coordinate the action of the IELB in their various areas, according to the determination of the board of directors; VII. plan and coordinate the activities of the IELB in close cooperation with the district councils; VIII. submit budgets, balances and reports to the board of directors and to the national convention; IX. follow the financial and budgetary policies of the IELB; X. nominate the executive director of Concordia Publishing House; the nomination is to be approved by the board of directors. |
